Why do this?

To create self-sustaining cities and colonies on other celestial bodies, such as Mars, we need to be able to create our own materials, structures, and rocket propellant on the surface.

Rocket propellant (Methane, Oxygen) can be created on Mars via the Sabatier process. But, to do this, we need to mine for water ice.
